Flo Cofer led Eric Guerra in Sacramento County’s District 1 supervisor race, 22,630 votes to 20,139, or 52.91% to 47.09%. These county results from the November 3 election remain preliminary; this roundup uses the report timestamped November 4 at 1:25 a.m. Pacific.

The contest will replace Phil Serna after four terms. Abridged by PBS KVIE reports that Serna endorsed Guerra, who has served on Sacramento’s City Council since 2015. Cofer is a public-health professional and former candidate for Sacramento mayor. Their race brings two familiar figures in city politics into competition for a seat on the county board.

In other council races, Rancho Cordova’s District 5 had Linda Budge ahead of Tegan Mauldin, 834–819. Sergio Robles led Elk Grove’s District 4 with 63.51%. Folsom’s leaders were Mike Kozlowski in District 1, Sarah Aquino in District 3 and Anna Rohrbough in District 5.

Measure M’s higher hurdle

Sacramento City Unified’s Measure M recorded 51.55% support. That majority leaves it below the two-thirds requirement for approval.

The proposal would charge property owners $95 per parcel annually to fund special education and expand early intervention. Under the official ballot text and county counsel’s analysis, collection would begin July 1, 2027, if approved. The tax would continue until voters changed or repealed it.

The $95 rate would also be subject to inflation increases starting in its second fiscal year, capped at 3% annually. Qualifying owners could apply for exemptions. Those provisions describe the proposed tax; they have not taken effect through this preliminary count.

The next scheduled county update is Friday, November 6, at 4:15 p.m. Pacific. The county says subsequent counting includes timely mail and provisional ballots. Its results page is the place to check how these early margins change.
